Am I right in saying STAR can establish when a change was last done?
 
Can’t say I’ve heard that before.
How would it know?
Don’t recall ever seeing an option to use star to tell ecu that the oil has been changed.
The only way I could think would be if it came up a service number in the cluster and was reset then it might log that reset somewhere but that won’t mean the oil has actually been changed.

Could be totally wrong though so interested to see what others know/think.
 
The rule is if you don't know when it was changed then it needs changing.

The question was from someone on a CLK Facebook group who was looking at buying a car
 
Not entirely true it is possible to pull the dipstick top off without removing the tab so it is possible if not probable for it to still be the black tab.

If no proof it’s done via an invoice then assume it’s not.
