Looks like it's just a quick way to make some quick money for Google. Imagine how many people are/have been locked out and choose to pay the 30 cent fee. 1000 people = 300 dollars etc.

So, yes, I was wrong - it's not malware. But if you're over 13 or if you weren't asked to enter your date of birth why did they suddenly lock you out?
