At least they are both actually working!

I went past that awful 'rolling road' resurfacing scheme on the A24 just South of Washington yesterday. Out of nine workers only one was actually doing anything. He was turning a handle on the machine that lays the tarmac. The other eight were standing around doing absolutely diddly squat.
 
Not sure why it would be a photoshop image - it makes sense to have the works van inside the bollards, away from pedestrians etc, keeps the H&S people happy
 
I'd take a guess as to which bollard is 'shopped in too.

Shovels

Reminds me of the joke where the road works foreman phones up headquarters to complain that "the consignment of shovels ordered havn't turned up on site". "Don't worry " says the boss "Just tell the lads to lean on each other till the shovels arrive":rolleyes:

It's obviously a photoshop job, because even in this modern day and age , council workmen aren't that stupid
 
just for the record it is a photoshop job (not even a very good one) and it's the bollard furthest to the right that's the fake

take another look around the base of it and compare it to the others and the line of the paving stlabs leading up to it :)
