Head lamp white specs?

Cleaning my car today I noticed my headlamp lenses have tiny white ish dots on them, gave them a good rub but not budging
Any ideas what thay are and can I remove them without damaging the lenses?

Yeah that's what thay look like and if I run my finger nail over them they feel like tiny indents, no way to remove without making my lenses opac.
