Help 2004 Vito code

Hi all I have a 2004 Vito and I plugged it in to my Snap-On computer today and it came up with C513A. Valve relay fault RPM sensor ( line mixed up)

I may be being silly but what dose it mean I have changed all the relays And fuses in the Fuse box as it all got wet.
And would it be the code fault that is stopping it from starting
