Hesitant starting

I had my car in for a service yesterday and on picking it up I noticed the engine spins for a second or two before it starts, never did it before, the engine used to just immediately start, you couldn’t hear the engine being spun by the starter.
I queried it and the technician told me that it’s because the fuel filter had been changed and it will gradually get better.

Any other experiences of this fuel filter starting issue ?
 
I’m sure the fuel filter would be full within the first minute of it being changed .
 
Doesn't make sense to me. If anything, I'd have thought a new fuel filter would marginally ease the flow of fuel and therefore make the engine quicker to fire, not slower.

Lots of people say, "Find a good specialist, you are not driving an ordinary car". I agree with them.

Well, after half a dozen or so starts it appears to have fixed itself, strange though.
