HID kits v Xenon-filled bulbs?

Is there a difference between the HID kit and so-called Xenon-filled bulbs in terms of new MOT requirements? I suspect the 'xenon-filled' bulbs is just an imitation of sort - e.g H7 H1 XENON 55W Hi-Low Bulbs MERCEDES A Class W168 | eBay , but the question is: can I fit these and still be able to pass my MOT when it's due in July? The seller insist that the new rules are only for HID kits, but if these 'xenon-filled' bulbs provide brighter light beam, then surely the point of new rules is to make sure such brighter lighting doesn't dazzle other road users, whatever is the actual gadget emitting the light in question? :dk:
 
The Xenon filled bulbs will still pass...they change the colour temp, but are still 55w bulbs.

Are the ones in the link worth fitting or would that be a waste of time, as they're alarmingly cheap?
 
Most Xenon bulbs are normal colour temp.

They are not as extreme as HIDs, they are just a bit more efficient than normal bulbs so convert more energy into light (and less into heat). We've got the Philips Xtreme ones in all our vehicles ... they were a big improvement in the SL and the Audi, didn't appear to make much difference in the (much newer) Vito.
