Hole in Markab alloys

I recently purchased some OEM Markab alloys. I am very pleased with them.

They have multiple spokes and a kind of decorative nut between each pair of spokes along the outer edge of the rim. However each wheel also has one position along the outer edge of the rim where there is a small hole - approx 1cm which goes through the rim. It looks like it is intended for a bolt or similar.

Does anyone know what it's purpose is?

I suspect he means the hole almost directly opposite at 10 o'clock. I think it could be meant for breaking the seal to remove tyres, rather than levering against the alloy; if that's the case, I'm surprised it's on the exterior surface...
 
its to aid in mounting the wheel on the hub, there is a tool that helps in the tool kit too.
 
The hole is for the tyre valve to fit through.
 
If you look at the pic, I think he means the hole in the outer rim (opposite NW ) to the hole for the valve.
 
The black dot is not a hole, it's a uniformity marking in the form of a sticker
