The problem for Ford is that there is lots of Focus DNA in some of the Volvos. I doubt that they'd want to hand over the intellectual property of that to a Chinese company as they'd have no hope of controlling where it ends up

When you manufacture (and sell) a product, the competition can buy it, and reverse engineer it to hell.
Infact, every manufacturer on the plant does this, tear down testing, bench marking etc, the chinese have been doing this for years with all the other counterfit items they bring to market.
I don't think Ford will be that concenered with selling pannels/floor pans to another company, the IP is already out there to be bought.
Development for a future model? Thats a different kettle of fish
