How to put a picci up by name?

i was wondering if someone could please explain how you put a picture under your name on the LHS of the screen?

1. Click on this icon at the top of the screen:

2. Then goto Edit Options, at the bottom of the page, Click on the Change Avatar Button, wait for it to load,
3. Paste the URL (web address) of the image you want as the picture


Note: This picture must be on the net, not just from your PC
