Surcharge Cards

As part of a drive to ensure that every citizen carries a card, the Scottish Government has decided to introduce Surcharge Cards, as from April 1st.

Many Scots are entitled to a variety of concessions, allowances and discounts, including free travel for pensioners, travel discounts for young people, discounts for students, and allowances for those deemed to be disadvantaged in some way.

To balance this blatantly discriminatory situation, citizens not entitled to any existing schemes will now be awarded mandatory Surcharge Cards.

These will automatically entitle card holders to pay full fares and costs for all transport, local and national government services, guaranteeing a standing space on buses whilst laden with luggage, the right to contribute the maximum amount possible to housing and fuel costs, and the ability to pay the standard rate for a huge variety of retail, entertainment and hospitality services.

The government is confident that the new system will result in relatively small increases ( less than 100%) in the basic costs of affected services, and the owners of the new Surcharge Cards will be more than willing to pay for the privilege.

Those in receipt of existing concessions and allowances will be unaffected - indeed, more groups are likely to be added as further disadvantaged and underprivileged sections of the community are identified and brought within the remit of the government's policies of inclusion.

The new cards will be available from many outlets, including all council and government departments. Recipients are advised to bring proof of age, ability (e.g. current pay slip), a current UK passport, and a doctor's certificate verifying good health.

The Disclosure Scotland scheme will be used to ensure that all persons will be thoroughly vetted, to make sure that those currently in receipt of existing benefits will not receive Surcharge Cards. Although the normal disclosure process usually takes some weeks, the Government has promised that all Surcharge Card applications will be processed within minutes.

If you feel that you qualify for a Surcharge Card, please visit your nearest council or government office.

Note that transport will not be provided, adjacent parking spaces are not available, and that some outlets may involve inoperative lifts and/or several flights of stairs.

The initial processing and issuing cost of the card (GBP100) will be borne by the recipient, and the revenue raised will be added to the budget of existing benefit and concession agencies, to be distributed to those already in receipt of these.
