Any mods to a car, including alloy swap and exhaust, chipping etc, need to have a certificate to show the car is safe. If you stopped and dont have one they can impound your car, give you points and a fine. They seem to be very strict over there.
In California they have a similar law - Exhibition of Speed. The Courts take a very dim view of it. The insurance co.s, however, love it because you get as many points for Exhibition as you do for Reckless or Drunk driving and your insurance goes through the #!%ing roof!
There is a serious problem in downtown Auckland with young people buying Skylines, RX7s, Imprezas and the like, then drag racing them. In NZ, motor insurance is still optional, and a used 300hp Jap monster is very affordable for our equivalent of a Corsa driving Chav.
As far as the law in the UK goes, I thought burnouts were covered under driving without due care and attention or dangerous driving?
