locking fuel caps

yes it does but you could prize that open with your fingers its not metal its plastic

A 2017 car should also have an anti-syphon guard in the fuel filler tube. One shouldn't be able to insert a syphon tube far enough in to get the fuel out.

I suspect if they're determined enough to break the flap open (it's probably more secure than you think) they'd have a go at prising/cutting a locking cap off too. Either way the loss of some fuel would likely be the least of your worries, financially?
