Most banks have a daily transfer limit so maybe the total cost, with fees, exceeded the limit.

Limit for faster payments is now £250k, yes each bank can impose their own limit but £23k + fees shouldn’t be an issue.

One of my banks has a £10k per day limit. The other two banks have a £25k limit. These are online and over the phone limits. Anything over those amounts requires a visit to the local branch.
