M4 J17 Traffic monitoring or different speed camera?

Anyone else pass under the white van on the bridge near J17 - last night and tonight?

Not your usual Wiltshire camera van - those are smaler and only operate between about 9:30am and 4:30pm - never seem to be around in the rush hour.

Anyway this was a full size transit, no markings other than relective strips on the back doors. Rather than a single camera in the van there were three tripods set up (one for each lane).

Any ideas, a new camera system? Or traffic monitoring (presumably just volume)?

Didn't cause me any problem, just wondering what was going on.
 
Had a quick google - some suggestion that this sort of operation would be ANPR checks. And that with no-one monitoring the camera's there would be no-one to "form a prior option" as is normally the case with a mobile camera.

ANPR van, they'll be police cars/motorcycles further down to catch the criminals with expired MOTs and out of date tax discs.

If it was ANPR and they were looking for tax discs, then there would be no "Stop Team".

If it was ANPR and they were looking for travelling criminals, there would be some form of Stop Team.

Didn't see a stop team/police presence, the bridge is about one mile before J17, but any stop team at the Junction would have to guess if the offenders where saying on or getting off.
