Mercedes B200 starting problem

So not so recently I started having a problem with starting up the engine when its cold.

So when I insert the key I hear the fuel pump turn on, and if I try to start the car straight away it will just crank.

If I keep turning the ignition off and on I will hear the fuel pump turn on again and if I try to start the engine it starts and stops after like 4 seconds. Repeating the same thing will eventually start the engine and sometimes I can be spending more than 15 minutes to turn the engine on and it can be a big problem since I can be late to places.

I've replaced the throttle and it didn't fix the problem. Also the ECU unit was replaced as well so I doubt it will be the electronics, starter is fine as well as the battery. When the engine is on it runs fine and starts fine when its warm.
 
Sounds like a fuel pump relay problem- usually 2 stage
1 system prime on ignition switch on.
2 fuel supply in presence of engine running signal[ safety feature in the event of collision]
sounds like you are getting one but not two
