I recently bought a hard drive with all the software installed on eBay then placed it in my Lenovo laptop and also bought the SD C4 separately off a Chinese version of eBay like store.
Xentry is good for diagnosis and testing elements of the control units in the car, developer mode in the latest Xentry requires online login, I found Vediamo more efficient to what I wanted to do like Activate Car Play, enable engineering mode, VIM, disable seat belt noise etc. Xentry needed online login which I didn't have of course.
All depends what you want to do with it. Vediamo is very very dangerous if you do not know what your doing.
I paid £70 for the HDD and £320 for the Star C4 incl cables. Laptop I already had. (I got lucky with no custom charges)
What model year are you wanting to use Star on? On older cars, you will be able to use developer mode to code and changed adaption, but on newer cars (since circa 2011/2012?) you will need online coding to change even the simplest of coding.
