Mercedes w140 ignition

Hi I have a 1998 mercedes Benz s class w140 and I tried to start the car few weeks back and it didn’t start,so I changed battery, still no start, changed starter motor, still no start, then took it to a mechanic and he said that the ignition isn’t sending any power to the starter motor for it to start, and is charging me £1000! Is that how much it would be, please someone help me I don’t know what to do, I can’t drive the car and had to be started through screwdriver on starter motor

I thought the starter motors were coded on these? maybe wrong
