Missing fuses

My horn doesn't sound when my alarm goes off. My indicators flash but theres no noise. Now, I've checked the fuse box and fuses 17 and 5 seem to be missing. I checked them against the fuse table on the underside of the top of the fusebox and they're part of the central locking system. Is it because of these missing fuses that my horn doesn't sound?

Possibly but why were they removed?????????????
