any idea where its situated please
The Relay board is located behinf the fuse board behind the lower drivers dash area. It's pretty easy to get to though, undo the three screws for the trim over the pedals and then get your head underneath to see it. To make it a little easier more of the trim then just pull away (clips only). The wiper one is the big rectangular one at the bottom of the board.

if you replace the relay and no joy then it will most likely be the linkage. common problem and i had this when i had my mk4 aswell.
linkage is about 20 bob from dealers and took me an hour to replace. wiper blades and handles off
scuttle underneath windscreen off. undo the retaining bolts, remove it, swap over the motor from the old to the new. there are 2 ball joints that you will need to remove from the old one and put onto the new one.
replace it back in, put everything back and bobs your uncle.
