"The number of camera fines has increased from 400,000 in 1998 to two million last year. But the number of road deaths has remained at about 3,400 a year. Last year it rose slightly to 3,508."

Typical politician's reaction -- "the reason that what we're doing is not working is not that we're doing the wrong thing... it's that we're not doing enough of it".

If increasing the number of convictions by 400% hasn't worked, what makes them think that an increase of 500% or 600% or 1,000% will work any better?
