Mt seat belt doesn't retract but from what I have read in the testers manual it doesn't appear that that is part of the test, only secure, undamaged and operating correctly.

Would someone kindly confirm that for me?

If it's not retracting is it operating correctly? I would say no. The tester can't be sure there isn't more wrong with the unit..
 
Failure to retract is a valid reason for rejection;

Do you mean it doesn't retract at all? If so I would personally expect that to be a fail, as it can't be worn properly (would be too loose).
 
this really depends on whether you mean retracts all the way in or whether it gets a little slack on the last 15cm or so. if you can plug it in but with no one sitting in the seat and it goes tight then its fine. if it stays slack then it should fail.
