MP3 Playlist Creation

I'm looking for some PC software to create MP3 Playlists.

The use case is the creation of playlists based upon a collection of MP3's that I copy from my main library to an SD Card or USB stick for use on a motorcycle.

I don't either need or want an MP3 library manager like Media Monkey, MusicBee, foobar2000, or whatever as I have my music files nicely tagged and with the correct cover art already and the last thing I need is that screwed up. Needless to say, on that basis iTunes is automatically ruled out (not that it's a good candidate for creating playlists for external use, anyway)

Any ideas or suggestions?

I'm generally an Apple fan but iTunes is a pile of steamies. It's not a good candidate for anything IMO..
