We could have a system of 'Green' mark, that a manufacturer gets based on a variety of environmental prerequisites. 'Policed' by an International agency. Then items from manufacturers below the mark will be either forbidden for sale in Western countries or just have high tariffs imposed on them.
The issue is that the West comprises of Democratic countries... and it would be political suicide for any government if they tried to deprive consumers from buying cheap goods even if it's for a good cause.
It will also potentially have a detrimental effect on employment in far-Eastern countries, because many small manufacturers will have to close down, and while we may be unhappy about the employees' working conditions anyway, for them it can be a choice between slavery and starvation.
So what should we do?
A choice between the work they do or starvation isn't one I'd like to have to make, but really, it's no choice is it? Do anything to survive.
What should we do? No clue, I'm an engineer, not a sociologist or economist, but we certainly shouldn't let things carry on as the are 'cos it ain't workin' right.
