We had a similar incident, where contractors repairing a flat roof set fire to an expansion joint. We evacuated the 4 storey building as two of the contractors gas tanks exploded, one arcing 200m across an adjacent dual carriageway. In 2006, we were evacuated from our offices with very short notice, due to fire in an adjacent building site.
The fire brigade turned up but couldn't access the site because of illegally parked cars and a locked security gate (key holder couldn't be found). The brigade crashed the gate and took out about 4 car's door mirrors trying to reach the blaze!
We were charged the cost of repair to the engine.
Contractors only had to repair the roof, again..
Driver's had to rely on their insurance..
