Offset range and Bore size

Few questions :confused: that i hope you can help with. :)

Looking to get some alloys for a Honda that we have in the family. Been told i need the following:

PCD : 5x114 Offset : 38 to 45 Bore : 64.1

What does the offset range mean? I can have anysize alloy aslong as the offset is in that range?

Also if the bore size doesn't match 64.1, i'm told you can use spigot rings - is this normal/safe?

The offset range is relative to the width of rim i.e. 7J, 8J etc, don't think you can just put any wheel on with any offset.
