OM642 Actuator troubles

Hi, I've just bought a c class estate W203 with the om642 engine it's currently in limp mode.. I have replaced the turbo actuator which has cleared that fault code but the actuator will not move it's as if there's no power going to it.

Also have fault code p2511-1

Any help greatly appreciated thank you

My om642 engine has a fuse in the engine bay box , F44 a 15amp one which covers the turbo

If it is a limp, it may not even try to move turbo control arm.

Is Refurb actuator excact same type than old?

Sometimes they are crap, but on the other hand you can try few times at price of full new turbo...
