Pay & Display Penalty Cancelled . . .

Parked in a pay and display parking bay in Covent Garden back in November and received a penalty ticket despite correctly displaying my pay and display ticket on the front windscreen.

Have been sending letters and to them and phoned to explain that I DID have a pay and display valid ticket (had to send them the original). Received the request to pay the original fine and then a second request which was for £100.

After sending them another letter with another copy of my pay and display ticket (as they already had my original) I have at last received a letter from them cancelling 'on this occasion only'.

I like the way they don't seem to be accepting any of the blame or even giving me an apology for all the inconvenience they have caused me over the last two months. They seem to be saying that they are doing me a favour for cancelling the ticket 'on this occasion only'.

What about the City of Westminster pulling up the parking attendant who gave me the ticket to ask him or her to check the windscreens thoroughly so they don't go slapping tickets everywhere they please just to top up their income. Are they still commission based?

One of my teachers at school used to park in the same carpark every day for a few years and he never took any of the tickets off his windows, basically every piece of glass in the car was framed with pay and display tickets. He only bought one or two every so often after he'd filled his car up with tickets because the attendants could never be bothered to check all of them! :)

I used to know a teacher like that too (and to think we trust them to educate our kids...!).

I had this happen in a NCP car park once, I had a ticket after parking overnight (I paid for 24 hours) and NCP were very good, I sent a copy of the ticket to them and got a very apologetic letter back.

Beware - there is a specific PCN (code 09) that can even be issued for such actions of showing multiple tickets where prohibited (on-street code, not for off-street car parks however)!

They seem to just write out tickets whether or not there is a ticket on display or not in some areas of london.

I used to watch them writing out tickets for cars where the tickets could clearly be seen etc then telling the owners they could have it cancelled if they write in!

Unfortunately they arent as willing to cancel the PCN's as they would have you believe!

One almost definate way of gettin out of tickets is to get a friendly garage owner/recovery service to write an invoice saying they collected your car from the place you got the ticket, at the correct time etc because it was broken down and was only parked there because you has no choice etc...

Has worked for me tons of times, you can even get clamp fees refunded etc.

The funny thing is that most times they end up cancelling the PCN because it has taken them an unreasonable amount of time to look into it and respond to your letter!

We even had tickets turning up for customers cars we parked on out forecourt whilst working on them etc, where no ticket had ever been put onto the cars!!!! They just took the reg. no's and wrote the tickets elsewhere!!! :eek:
