My car has a small sticker on the door near the lock mechanism.

It says Permaguard 5000.

However, nothing is written within the small areas which could be written in (I think date is one).

Is there a way to tell if I have this?

and

In the real world, is there any issue with using products to take out swirl marks?

Im pretty sure there will be none left on your paintwork. Its not the best of products and was another company hyping protection for 5 years when really it lasts about 3 weeks.
As far as paint correction a wool pad and heavy compound will remove ceramic & crystal glass coats...after some elbow grease obviously. So no you could proberly remove the permaguard with your hands, let alone a rotary.
Get yourself some wolfs body wrap to protect your paintwork after correction. Its very resonable in price and you will love the sheeting and beeding it performs for 10 months. Great product!
