Possibly a drunk terrorist then using Dutch courage? If able to execute a U-turn moments before, how can the driver not notice three blocks worth of ploughing into and over people? He was only stopped when he hit bollards and then was not too drunk to get out of the car and run away​, thankfully caught. There's more to this than meets the eye.

Terrorism is a loosely used term. While the actions of the individual would appear to mimic a terrorist attack it was not accompanied by any obvious political agenda. Would appear to be an individual's psychotic episode.
