Rear fog lights

I learned many years ago that visibility in the pea-soupers we used to get was much better using just fog lights, this is obviously due to them being positioned down low, thus eliminating a lot of the back glare which you get with the higher up positioned headlights.
I've often wondered what it must be like driving (in fog) one of these modern cars that have their headlights positioned virtually on top of the wings, similar to the one pictured below. The back glare in fog must be awful.
