Yes it can be removed and you don't have to notify DVLA of colour change as its not seen as a permanent change..

One of my friends has wrapped every new car he gets over the past few years in a (horrid) bright green, and the finish generally is amazing. At sale time it's removed and car cleaned of any adhesive or anything left, done right it's flawless
