Note trend that penalties charged dropped in a number cases and costs went up. Quite a few of the partnerships operated at a loss for the last quarter.

Hmm. Could that explain the Government wishing to take a more "reasonable" approach to speed cameras? Perhaps also this letter telling them not to recruit and take costs of new staff out of their projections

The whole 'safety camera' thing is just such a marketing ploy... I nearly crashed into the back of some tosser who imagined he saw a speed camera and slammed on his brakes!
