Sanding centre bore of wheel spacers

Is it a big no no to wet sand the lip (hub centric) part of a wheel spacer. It looks like merc wheels although they have a centre bore of 66.6mm on the rear side of the wheel, this centre bore seems to get smaller getting closer to the centre of the wheel.

Ideally you would need the spacer to be chamfered to step down the centre bore from 66.6mm to to whatever the centre bore on the wheels step down too.

This is a bit tricky to explain and I will get some pics in the next couple of days but I cant be the only person that has noticed this.

Anyways back to the original question I want to sand the tip of the spacers centre bore so it steps down from 66.6mm to around 65mm in order to sit flush against the wheels. Yes or no?

To my mind, that's a machining job for a lathe. Not least as 1.6mm is a lot of metal to remove just by sanding.
 
As above - machining job.

If it was me - I would either just buy the correct spacers (second choice) and/or correct fitment wheels that allow you to run no spacers (first choice)
