Screws for blower motor housing rubbery type adhesive

Hi

I took apart the blower motor and underlying plastic housing to clean up 23 years of grime and the voltage regulator

I am about to start putting it back together again but noticed that many of the screw had some kind of sticky residue on the screw thread. On the image i have circled 2 of them. Is this standard stuff and what could it be. I have owned the car for 13 out of 22 years and does not look like anyone has ever worked on that section of the car

Wondering what it could be and whether to clean up the screws before putting them back on or leave it as they are or try And source some of the stuff and refresh it?

It is quite easy to clean it off the screws. They are expensive to replace and in good shape. Just wondering what the stuff was and if I should reapply before using them again or not bother and just fasten them with the existing stuff on it (although I am sure that some of it has come off).
