Do all SEC`s have the auto seatbelt hands like these?

mine dont work but I dont know whether it has them or not, the seatbelt is in a very unergonomic position for a merc so I would find it odd if that was the case, also, how does it know there is somebody there to hand a seatbelt too? does it work on the seat sensor and engine run relay? also the roof has a flashing display telling me the seatbelts are not done up when mine is, is there a connection between the two faults?
