Shady Dude Asking for a lift - caught on camera

I was driving a couple weeks back when some dude flagged me down asking me to get him out the area for some money. Not sure what he been up to, but the guy that was following him was on the phone to the police. 10 minutes later I was driving down the same road with police every where.I caught it on my dash cam which you can see the video below.

Good thing my A class auto locks when driving as he tried opening the door.

How do you know he was being followed? and the follower was on the phone to the police and why drive down the same road 10 minutes later?

The follower was about 6 paces behind in a shirt and tie. I suspect the guy wanting a lift had just done something naughty and was drawn to your 2Pac tunes.

I also suspect the guy giving chase knew he was not physically upto apprehending the bloke.
