Perfect you have hit the nail on the headAs the pads wear, the outboard part of the caliper moves inwards away from the wheel. With new pads, the outboard part of the caliper was at its maximum distance outwards, away from the centre of the car. That distance outwards was too close to the wheel, so they touched. When the new wheels were fitted, the pads were worn, so the caliper was further in than with new pads, so they did not touch. Shaving the pads effectively turned new pads into part-worn pads, so now the wheel and caliper do not touch.
LolNext time buy another member a new set of pads and have their old ones.
