The 'Charge' box will go blue or green when you are driving along and lift off the throttle and allow the car to coast, its meant to show the energy recovery of the drive system by only allowing the alternator to charge on the overrun rather than constantly, thus lowering mpg. It does work really well, fours years with a C200 petrol and this system I had consistent Mpg.
The charge bar increases to show the recovered charge versus road speed, i.e. lift off after giving the boot it will go full green, or coast and it will start blue and increase to full green as you coast from say 70 mph down to 40 mph, or at least it did in my 2016MY C200
As unimog explained, the 'Charge' bar is not related to the Stop/Start function.
What does surprise me is that (if I understand your post correctly) the Stop/Start works fine while the 'A' is yellow? Stop/Start should only work when the 'A' is green... yellow means it's currently unavailable.
To clarify, when you lift of the throttle and coast, the mpg bar will increase up to the top (60+mpg) and then will increase into the charge range to show you energy recovery to your battery system.
