I have 2014 E220 W212 Mercedes with Navigation System Command Online NTG 4.7,

Is there a setting for speed signs & speed-cam or is it a download
As when the sat nav is on no road speed signs are been Displayed

Speed cameras are not available on any COMAND system, though there's a workaround of sort using third party providers such as:


Speed Sign Recognition in a factory option, that uses a combination of a camera fitted in the windscreen behind the rear view mirror, and GPS data. If your car has this option, then the speed signs should be displayed in the instrument cluster.
 
One other thing to check, is if the windscreen is the original Mercedes-Benz windscreen. Sometimes when a windscreen is replaced, the fitters supply the wrong windscreen, or they don't bother recalibrating the camera (it requires STAR diagnostic computer).

But first, run the VIN on an online VIN decoder, to check that your car has the Speed Sign Recognition option fitted.

The SCDB approach does work for fixed cameras, but does not differentiate direction of travel or even which road you are on (ie. it will ping if you pass within a couple of hundred metres of a camera on a nearby road). Increasingly on our <ahem> "lovely" new smart motorways, it feels like it is going every few seconds, but it does work - just needs an SD card and a £10 download (which covers updates for a year)
