Looks like it's attached to a custom-made reinforced bumper.

Hi Im pretty sure thats Alimness from Sandiego in Use however is there a Uk manufacturer of this type of stuff

I took their description of the van literally from them describing it as DIY i.e. they made the modification themselves. The only sure way to know is to ask THEM if they made it bought and if the latter, from where and if there are UK suppliers.
