Curious question - are those chrome arches original or aftermarket?
The welding torch bit may be true but it has probably been taken apart, painted and reassembled. Worth it's price to an enthusiast but needs a garage.

those arent original... I hate those things! Even if they arent hiding rust they will cause it.
