This reads like a similar concept to "Bank of Dave" that Dave Fiswick started. aka Burnley Savings and Loans.

At every turn the govt and bank regulators will put up every barrier possible to stop things like this occurring as it could potentially destabilise the monopoly that currently exists.

It's a great concept, it's ethical and moral. Everything that current investment banking despises.
