throttle response problem !!

Having problems with acceleration, seems to accelerate normally to about half way down (pedal) then anything else seems flat with no response, even if i floor it it just doesnt seem to want to go over about 3000 revs, if i switch off then on again 5 mins later its fine for a couple of miles. also getting a kind of whooshing air noise which seems to be coming from behind glovebox when i accelerate hard. any ideas ?? ita a 1998 C250TD. await your helpfull responses as usual. cheers guys.
 
It's going into limp home and dropping the wastegate.

The woosh is probably connected and it sounds like some of the boost pressure is being blown off.

Check all the air feed and vacuum puipes are connected and not loose.
 
Im not sure the 250td has a MAF sensor, if its going into limp home mode does this indicate problem with turbo itself or just the pipes around, realise this might be hard to answer without actually seeing it. there does seem to be a bit of oil around the area where the inlet manifold connects to the single plastic pipe which goes back to air filter, looks like it may have seeped from the short rubber connector which joins inlet manifold to plastic pipe.
 
The problem was found to be a split in the small rubber hose which connects air pipe to inlet manifold, so when turbo should have been kicking in all turbo pressure was being lost through split. simple to replace but exspensive (£20) considering it about 2 inches long.
