try this website to work out your new road tax
http://www.vcacarfueldata.org.uk/ved/index.asp

if i select my rear tyres are 205/225 its £165
if i select my rear tyres are 245 its £205

how can this be monitored by the dvla
why should this make a differance to my road tax

The tyres are the ones the car is fitted with as built and recorded as such.
The reason it makes a differece is because the additional rolling and wind resistance uses more fuel so creates more Co2.

^^^ What DM said ^^^

That's why cars like the Polo Bluemotion have dead skinny tyres - too reduce drag, which reduces load on the engine, and therefore improves fuel economy and emissions.

Even losing air-con helped to take the bob-basic Bluemotion beneath the 100g/km threshold.

I've been looking into a SMART just lately and it surprised me that there's no difference in emissions between the 61bhp Pure without aircon and fitted with dinky tyres, and the posher 71bhp with aircon and relatively wider sporty-tyres. All 116 g/km
