W108 inlet manifold?

Hi, I've just bought a 1969 280s W108 and working on some carb issues. I,m curious about the balance weights sticking out of the inlet manifold which I can see are linked to some sort of flap assembly. See bottom right of attached image. The weights seem to be solid or ceased. Should they be easy to move and will this affect the running of the engine? Any advice appreciated.
 
Probably heat riser flaps allowing heat from the exhaust manifold to warm the inlet manifold to help fuel volatilisation in cold weather -normaly open when cold and closed at normal running temps. they are often seized- activated by bimetal strips --- if defective you want them shut by default

W121 190 has the same system and they all rust. just forget them. properly tuned carbs/ignition the will always start unless it's about -20deg
 
Hello Kimon.I have the same model car as you.Mine are seized closed.I have being told you dont need them unless you are in a really cold climate.If they are seized open they could effect the balancing of your Carbs.
