It did happen that cars were sold right up to the cut off date,at big discounts, and if I remember some cars were exempt for a while . A cat isn't actually a legal requirement,just that the car can meet the emissions by whatever means,but all the manufacturers went down this route. I have had a few cars pass the emissions test without a cat..I could even get my 1984 Fiat X1/9 through a cat test with careful adjustment.. my Volvo 850 also passed without a cat. Many manufacturers were working on lean burn technology around this time..Ford and Toyota in particular, but the cat seemed to be easier and cheaper..a cop out really- a cat is just a filter .
