W124 E280 Instrument Cluster Failure

I have recently bought a 1995 E280 W124 and I am busy fixing it up slowly. The instrument cluster stopped working. It does come on sometimes again when cold starting but then I noticed the minute I touched the brakes, it shut down. So it seems as if there is a 'low voltage' issue something, like when other areas are drawing power it trips(very laymans terms).
To help diagnose, the emergency fan is on full, I can hear a clicking sounds from underneath the fuse box, so one of those relays in there, and oddly, the little motor I think for the heater/water pump is also on full. These stay on if just turning ignition on or if driving.
Any ideas. thoughts?

Does anyone know what relays and where they are for the instrument cluster and the brake lights? As the cluster failed when brake was applied.
