W124 Slow Idle speed

I have a '91 230ce, when starting from cold the tickover is only around 700rpm, I'm guessing this should be higher, is there an auto choke that should be kicking in until the engine is warm?
 
Is it a bit lumpy on start up/going? If it was the cold start valve I'd assume you'd be cranking it over quite a bit before it would start, not entirely sure theres an adjustment.

No it's not lumpy, its fires straight away but ticks over slowly, I'm guessing this is going to give me problems when the cold weather sets in.
 
If it the same as my 89 there should be a thermostatically controlled auxiliary air valve at the back of the cylinder head which opens bypassing air around the throttle to increase idle speed when cold and then closes as the engine warms up. I used to have a similar problem with my 190e and discovered it could be adjusted by loosening a small nut on the top. It's best to remove the unit and observe the effect of the adjustment on the size of the air aperture.
 
CIS-E? Check fuel mixture , if too rich or too lean, you'll get a low idle.
