Under the front bumper, sort of where the air filter is one side, the washer bottle the other, is a large plastic shield thing, that protects the suspension from road muck, keeps noise down, etc etc.

what the hell is it called, and where is it on the epc?

its black plastic, i suspect it isnt model specific (bar pre and post facelift) and both my cars its smashed to smithereens, on both sides (which doesnt bode well for finding a used one)

Any dealership will find it on the EPC in seconds, around £20 per side

the wheel arch itself seems intact - is it supposed to be one piece from the arch to the bottom edge of the bumper?

yes - item 32.

anyone breaking a 202 with a pair?

For what there worth get them new there only £20-25 odd at least you will have the piece of mind knowing there not cracked, split or damaged in any way. To source, buy and get them delivered second hand will most likely add up to the same anyways.
